Canada’s Clean Fuel Regulations: What They Are and How to Participate
Through new regulations and innovative initiatives, Canada is working toward a climate plan to reduce emissions and accelerate the transition to clean fuels, technologies, and processes—aiming to ultimately reach a world with net-zero carbon emissions by 2050. The transportation sector is one of the key areas identified as an opportunity for improvement; in 2020 alone, the sector accounted for 24% of Canada’s total emissions.
Through the Clean Fuel Regulations (CFR), Canada has laid the groundwork to invest in clean energy and develop new technologies and processes that will use clean energy sources and make cleaner transportation fuels more available and more widely used by consumers and corporations.
What are Canada’s Clean Fuel Regulations?
The Clean Fuel Regulations (CFR) are part of a series of climate policies introduced by the Government of Canada’s Environment and Climate Change Canada (ECCC) to incentivize the development and adoption of cleaner fuels and technologies, with the ultimate goal of reducing pollution over time.
The CFR require that primary suppliers of liquid fossil fuels gradually reduce the carbon intensity of the fuels they produce and sell in Canada. The target is a 15% reduction in the carbon intensity of Canadian gasoline and diesel by 2030, equivalent to removing approximately two weeks of greenhouse gas emissions (26 million tonnes) from the Canadian economy.
These regulations were developed to replace Canada’s previous Renewable Fuel Regulations. The Clean Fuel Regulations focus more specifically on emissions throughout fuels’ lifecycles, and were developed based on existing regulations that have seen success in expanding clean technology industries in other jurisdictions.
In late 2025, the Government of Canada proposed a set of targeted amendments to the CFR that aim to increase demand for Canadian low-carbon intensity fuels while maintaining the Regulations’ primary focus on lowering GHG emissions and developing a low-carbon economy. The first amendment would establish a minimum volumetric requirement for low-carbon intensity fuels produced in Canada. The second amendment would introduce a credit multiplier that would create more credits for domestic low-carbon intensity fuel than for the same quantity of imported low-carbon intensity fuel.
Eligibility for CFR Participation
Participation in CFR is open to electric vehicle fleet operators, fuel suppliers, and other stakeholders committed to lowering carbon emissions. The Regulations are structured to give fuel suppliers flexibility to meet the requirements in a way that is most effective for their operation. Eligible participants can earn and trade energy credits by reducing the carbon intensity of their operations, in turn creating both environmental and economic value.
How to Earn Credits and Financial Incentives Through CFR
One way in which the Regulations incentivize the development and adoption of cleaner technologies is through the establishment of a credit market. Regulated parties must create or acquire the required number of credits within each compliance period (typically one calendar year) to comply with the Regulations. If a party has more than the required amount of credits, they can either keep them for use in subsequent years or sell them to other parties.
Each credit within this market represents a lifecycle emission reduction of one tonne of carbon dioxide equivalent (CO2e).
Under CFR, there are three ways to create compliance credits:
- Projects that reduce the lifecycle carbon intensity (Compliance Category 1)
- Supplying low carbon intensity fuels (Compliance Category 2)
- Supplying fuel or energy to advanced vehicle technologies (Compliance Category 3)
